Question about gauges and tapers? Please Help!?

Ok, i am getting gauges and the say to start the gauging process with a size 16. However no matter where look i cant find size 16 tapers? Or an i just supposed to buy a size 16 earring? and th same for 14 or is there a tapper for that? Anything else that can help me with the gauging process please tell me! thank you.
