Is Oxford university no longer the only brilliant university?

There's more than just one or two universities that are "top-tier". That said, I do believe that more broadly speaking, some universities are better than others, but to say that Oxford is better than any other university is a bit much. There's also many ways to judge a university's prestige. For instance, some universities may be better at certain fields than others.
